I voted. When you comment there, does it ever get to where your comment just shows up immediately, or do you always have to receive an email and reply to it first, what a pain!

All depends on how you define things I guess. Since Rainmeter doesn't directly replace or change any existing Windows functionality, that argument could be made. On the other hand it is often used "in place of" some existing functions, so I could make that argument as well. "Tweak" has a fairly broad definition. It doesn't have to be an application that changes a whole array of things; it can simply make some aspect of Windows 7 even better.
