Tech Vision, Scan skin won't move to my second monitor

I have a two monitor setup and I'm using the tech vision theme. I'm trying to move the scan skin to my second monitor, but no matter what, it goes back to my main monitor. I've tried literally everything, dragging it doesn't work, editing the config file doesn't work, selecting it to be on the second monitor doesn't work. Is there a way to get it to move?
