Touchscreen disabling?

Hi!
I've been doing a bit of messing with the coding of skins and stuff, and wanted to try make a skin that a) lets me see the state of the touchscreen (enabled/disabled) and b) enable/disable it with a button. Is there a .dll plugin available out there to access either the touchscreen itself or the devices of the computer and toggle their states.
