I don't think the installer has translations. Are you sure you installed it from the right place?
https://github.com/rainmeter/rainmeter/releases/download/v4.3.0.3298/Rainmeter-4.3.exe
If not, this is the right donwload link (straight from rainmeter.net)
Also if you can, take a screenshot of the window and post it here, there might be a few words we can see to conclude the problem

Personally I would only get it from https://www.rainmeter.net/

Yes, while the download link on https://www.rainemeter.net is just a link to the release at our github site above, the difference is that that will always link to the latest version. The link above will very soon be out of date and useless. In fact, since that link will "work" forever, it will soon will be far worse than useless. It will cheerfully download an old, out of date version of Rainmeter. I also do not like references directly to the downloads, as we really want folks to hit the main site, so they are also offered links to the release notes, our documentation, and these forums.

If you want the latest beta or release version of Rainmeter, it is at:

https://www.rainmeter.net

If for some reason you want an old version of Rainmeter, they are at:

https://builds.rainmeter.net/

Generally this is a security / permissions issue with your Windows account. Not to get too deep into it, but the installer is not able to get the default "locale" for your computer, which is presumably English, and is defaulting to the first language on our list, which is Arabic.

I suspect if you right click the Rainmeter installer and "Run as administrator", it will be fine.
