I think he means this as a suggestion.
I don't think this will be possible, for two reasons. First, it really can't be done, as the only way we can pass mouse clicks through to things behind the skin is to make the skin "invisible" to mouse detection. That an all-or-nothing proposition. Second, even if we could do it, we likely wouldn't be able to, as it would have impacts on backwards compatibility with existing skins.
