I'm having trouble moving a custom skin which is simply an extra layer to my background, any way that I can make it so I can actually move it?

You problem is probably in "Keep On Screen" option turned on.
If you skin is the same size as you display then you can't move it unless you uncheck that option. You can do it in your skin's Manage tab.

Or another possibility is that the incriminated skin is set to be not draggable. To check this right click the skin, go to Settings and check the Draggable option. If it isn't checked, check it. Now the skin has to become "movable".
