How to set up a wallpaper?

I'm running rainmeter on windows 10 with custom desktop environment being set as shell. However all I see is black screen. Is there a possibility to set a wallpaper using rainmeter while sitting on an alternative shell such as blackbox or litestep. Because its apparent that wallpaper functionality has been moved to explorer alone and without the latter all the above functionality seems unavailable.
