Any version of Rainmeter will work with Windows 7. Almost all Rainmeter skins will also work fine on Windows 7. A few skins may require Windows 10, but they usually will state that in their description.

Note beside eclectic-tech's reply, that for Windows 7, the SP1 must be installed (as you can see in the link provided by him above).
