Changes to the About / Version dialog

We have improved what is displayed on the About / Version dialog to add the version number of Windows 10 (e.g. 1709, 1803) and the language currently being used in both Rainmeter and Windows. (e.g. English (1033), French (1036))
We have also made the various paths and Rainmeter.ini values be clickable links.
We advise always using the "Copy to clipboard" button on this, and pasting that into any post here where you are asking for help with Rainmeter or a skin. This is all valuable information when folks are trying to help you.
