HELP with design for my first desktop? have ideas and no idea how to implement

Hi! Apologies if I'm in the wrong forum, if I am, just point me in the way of the right one and I'll delete this post.
I've been having an idea of a possible honeycomb desktop, but have no real clue what skins to use to make it feasible and look nice.
What I essentially am wanting is a honeycomb design where you hover over one, and all the other combs change to fit?

you hover over a Chrome icon, all the other icons change to fit that theme. Same with games, settings, folders, etc. How would I go about setting this up? Thanks!
