Do I Need a Jacket - edited to check precipitation chance

I like FlyingHyrax's Do I Need a Jacket skin, but I though it needed to look at precipitation chance as well as temperature. I used most of the old LUA script but tweaked it to include precipitation chance. All the settings are the same as the old skin and but i added in a max precipitation chance in the .ini file. If you have any questions, please let me know and I'll try to help.
