Yes sir i dont use IEX.
I got enable all firewall rule for it. iexplore.exe x86 & x64 versions
and i got enable all rule for;

First, it's nothing to do with the file manager, Windows Explorer. It's about the web browser, Microsoft Internet Explorer.

It's not about any firewall rules. It's about the network, and in particular the proxy server settings in your version of Microsoft Internet Explorer. Again, I understand that you don't use it, but WebParser does use some API calls to it to function, and any proxy setting can cause WebBrowser to not be able to get to the internet.

Open Internet Explorer, and check your network settings under "Internet Options".
