Will not run whatsoever after creator's update (Win10)

i have been using rainmeter since i was running XP SP1 back in 2003 so to my surprise it decded it will no longer run on my high end gaming rig after a few months of having it. it shouldnt be experiencing too much system stress as i am rinning an Intel I7 7700K chip with 128 gb of ram with two 2tb seagate hdd's along with a Nividia GeForce GTX 1080Ti so thic rig can crank some epic performance which is why i'm baffled by its inability to even launch the program. tried a fresh install, tried running as administrator and got no dice either way. any suggestions?
