change the appearance of the taskbar.

I keep seeing people with changed taskbars. Like a different theme so to say. How do I go about doing that and also how do I change/install icon packs?

Some people use Windowblinds by Stardock to change their taskbars/start menus/windows/etc, others use Visual Styles and/or Litestep. The only way I know how to apply different icon packages is with Icon Packager by Stardock. There's probably other ways to do it.

I use a patched Uxtheme.dll file to change the look of my windows. Google it and you'll find it.
