A roundline meter has some invisible parts, which can be much bigger than the visible circle, but they are behaving like the visible parts, so the tooltip appears when you're hovering the mouse over them. That's happening on your clock.
To fix it, you'll have to modify the position and size of the [ClockFace3] meter, on Clock.ini. I'd need to know what the XC1, YC1, WD and HT variables represint. Because I don't know this detail, I tried with the following values I think they are ok:

If you find that these values are not entirely ok, you'll have to find the better values.
The last problem is that you'll continue to see the tooltip on the corners of the 140x140 pixels rectangular area, circumcircle of the roundline meter (not just on the visible circle), but this is caused by the behaviour of the roundline meter. You have nothing to do with that.

Very strange, I'm surprised. I don't have this kind of issues. Are you sure you haven't removed, by a mistake, some color options? Or more?
Anyway, here is the code of the Clock.ini, from the Clock folder. Try to paste it into the appropriate file and check. I replaced just the X, Y, W and H options on he [ClockFace3] meter of your last code, anything else.

I replaced the Clock.ini file with yours and I still have the same issue. Also, why did you remove ToolTips?

Please download the file I've posted above. It has the whole, for me functional, config, not just some files. Unpack it, but for any case, keep the config you have, don't overwrite your files. Are you sure it's not working well and you don't have those colors and the tooltip? It would be weird, because, as you can see on the attached image, I have them.
