ActionTimer and RunCommand added to the build

We have added the ActionTimer Plugin and RunCommand Plugin to the Rainmeter build.

This means that you won't have to download the plugins to use them, and won't have to distribute the plugin with your .rmskins, as long as you set the "minimum version" of Rainmeter required for your skin to Rainmeter 3.3 r2493 or better.

As an aside, you can safely remove the ActionTimer.dll and RunCommand.dll files from your %APPDATA%\Rainmeter\Plugins folder. They are no longer needed there.
