Well I use v0.9.5.2 and PanlesUI works fine (though I use columns instead).
And when trying to install the skin, just... Add the .dll's to the Components-folder.
Then you have a foobar2000.cfg that you really don't know what it says but that you need (as it's beeing where foobar loads the setup from, and just like rainmeter, you need to have the same setup as the person that made it had).
But ask if (s)he could upload the entire foobar2000-folder. Then just copy that over your and it should work sort of fine. You'll have to tinker some yourself to get it right.
