what's the safest site to download rainmeter skins?

You can use rainmeter.deviantart.com, where there is a specific section to download Rainmeter skins.
Anyway, for better security, don't download and install anything that isn't in .rmskin format.

All the skins are safe to download.

Yep, and if you really want to be sure only download skins from the Rainmeter group there, which are checked before being approved to the group.

Just FYI your website does not allow for direct uploading of .rmskin files... Otherwise it is a nice site.
