Can this be used to maximize a window or does it only work with closing and minimizing?

It can do two things:

1) Start an application, with the window of the application starting "minimized, maximized, or hidden" (if supported by the app, some don't, like Calc.exe)
2) Close an application.

It has nothing to do with altering the state of a process that is already running.
