Option to never move horizontal scroll when selecting text

I'm looking for a feature, maybe in Notepad++ or Sublime Text that can stop the automatic scrolling when selecting multiple lines of text, even if its with a modifier key.

I find it really, really annoying when I'm trying to select with the mouse a segment of 1 long line, but if I stray too high or too low during the selection, it causes the window to scroll horizontally to the next line, taking away focus from the segment I was trying to highlight.
