Reserve Desktop Region

Is there any way to make Rainmeter reserved on the desktop? Not certain what the terminology is here, but force Rainmeter to be a part of the desktop like Sidebar was previous to Win 7.

Thank you, though one issue...whenever I 'lock' or 'switch user', that function stops working. I must exit Rainmeter and restart it.
