If you are asking whether Rainmeter can be used by more than one user account on the same computer, the answer is yes. Skins, themes and settings are stored in separate folders for each user account. Just run the Rainmeter installer once on each account. If you add a new third-party skin that you have downloaded, the skin will be installed for the current user only.
