It's not my PC, it's a picture I found without a link to the author or text to explain.

Maybe it is a Visual Style- you just never know when someone creates a cool little (sneaky) app that can do cool things to Windows otherwise impossible.

It's not a VS...it's more than likely done with FindeXer.
