Rainmeter 2.3 RC introduces a new .rmskin format and
Skin Packager , which allows easy creation of new format .rmskin files. This change accompanies the
Addons deprecation and
folder rearrangements .
To create new format .rmskin files, check
Using Skin Packager .
Changes from the old format include:
Removed support including Addons (include them in the new @Resources folder instead)
Removed support for including fonts (include them in the new @Resources\Fonts folder instead)
Added ability to specify minimum Windows version
Fixed download issues with Internet Explorer (where the .rmskin file was renamed to .zip)

Very interested in the new packager, but, can't download RC1...
I am getting the error message below when trying to download from Rainmeter.net:
Address::
http://rainmeter.googlecode.com/files/Rainmeter-2.3-r1469-RC1.exe
ERROR MESSAGE
404. That’s an error.
The requested URL /files/Rainmeter-2.3-r1468-RC1.exe was not found on this server. That’s all we know.
Just a heads up... the new feature is looking good. Thanks for all of your excellent work!
Forget this post... I got it (r1471) now!

Does the skin packager simply spit out a renamed zip file and generate the Rainstaller.cfg i.e. is this simply automation or are there differences?
A test build gives a file minus the Templates folder and Rainstaller.cfg when opened with Winzip.

There are many differences. The new .rmskin format does not use Rainstaller.cfg (it uses RMSKIN.ini) among other things (all of which are undocumented implementation details and subject to change). Other changes are listed in the first post.
FWIW, you
cannot create new format .rmskin files using normal ZIP creation tools (like WinZip). Skin Packager must be used.

Hmm, test skin does not include RMSKIN.ini, just the skinfolder & contents.
