Does setting a proxy with (netsh winhttp) set a system proxy that forces all applications that acess the internet to use, even if a the proxy settings are not explicitly setup with in the application?

no, it does not force anyone to use the proxy, this is what it does :
- set a global proxy for the system (user, services) : this helps an application to join the web but can not manage proxy config (the same on Linux with http_proxy variable)
- do not superseed the proxy config for an application that manage its own proxy config (ex : IE, Firefox, Filezilla, etc...) but if you do not set a proxy under Firefox for example, it will connect to the web successfully.
