Do you wish Windows would make use of it?
Well, it hasn't (yet), but this has!
A simple, minimal (citation needed) Rainmeter skin that lets you control Spotify, even when you have it closed to the system tray.
Easy to customise! (simple variables in the ini file)
Controls: Click the bar to seek to a point in the song, Click the album to open Spotify, Middle Click the skin to refresh (fixes some issues), and use the buttons to change song, or pause/play.

(might flicker for half a second if you click the taskbar, rainmeter has to "put the skin back in front" and that takes a few frames)
