Listen to windows notifications and show popups?

I am trying to make a skin to show better looking and customizable notification popups for Windows, just like the volume and media flyouts. Since rainmeter doesn't have built in functionality to be able listen to Windows notifications, I figured I'll need a plugin for the same. Has anyone already achieved something like this that I can use or do I dig deep and make a plugin myself?

ps - This is my first time making a full fledged rainmeter skin on my own forgive my ignorance
