We decided against this for a couple of reasons. The main reason is that we believe an rmskin file should only contain the necessary files for a particular skin or suite of skins - usually created by a single skin author. We want the user to know "who" created the rmskin and "what" files are in it (arranged by the skin author). Most suites are designed to work together within their own suite - and in most cases, these skins do not align or work with other skins created by different authors.
What we do not want is a collection of non-related skins created by any number of skin authors, and distributed by the another skin author.

PS - Thanks for the reminder on our PR's. We need to do some serious cleanup with both PR's and issues on github.
