Make sure Rainmeter is not running, then hold down CTRL and double click the shortcut for Rainmeter.exe. That will start Rainmeter in "safe mode". Did it start then?

nope its anyway crash its just ask to turn on safe mode and after "yes" its crash

Try running this version. If it runs then something is off with latest.

I would try installing the latest version of your graphics driver.

I'm running out of ideas. I think I would try starting Windows itself in Safe Mode, and see if Rainmeter runs then. If so, then it has to be some driver or startup application that is causing Rainmeter problems. If it doesn't, then I'd be suspicious that there is some corruption of your C++ Runtime Libraries.
