Hm... Installs fine for me.

Can you get and install the latest release version from https://www.rainmeter.net again, and then post the details from your About / Version panel?

My suspicion would be that there is another version of Rainmeter somewhere on his system. Perhaps he had installed a portable version of Rainmeter at some point, and at least parts of it are still around. I would search the hard drive for SkinInstaller.exe, Rainmeter.exe and Rainmeter.dll, and be sure there are not copies of it out there somewhere that are fooling the .rmskin installer.

Have you read the instructions from the link you posted? It requires external plugin, check it carefully, the link is there. Specifically it asks for this https://github.com/khanhas/Spicetify/releases/

Have you read jsmorle's reply above? There was any previous Rainmeter (probably) portable installation?
