SpectrumLauncher V3 not appearing

I downloaded the skin but the skin doesn't pop up when I put my mouse cursor at the top of the screen.

For me clicking on an launcher doesn't close the skin. But clicking on the deactivator does. But both use the same unskin method !?

Note that there are more skins to work with. What you mean by launcher, what by skin and what by deactivator? Please be clear when asking something.
