Ok, well done. Just one question and one comment:
How do I make it to talk? Not sure...
WebParser is not a plugin anymore. It's a measure. You should rewrite all Measure=Plugin and Plugin=Plugins\WebParser.dll options to Measure=WebParser. Yes, I know it does work even if used as plugin (otherwise there would be a backward compatibility problem), but my opinion is that especially the more experienced users should have to renounce to use it as a plugin (hope you don't mind).
To make it speak the forecasts, select one of the 5 forecast by clicking one of the top 5 squares, then when the text is displayed above the temperatures, left-click the forecast text area.
It uses the default female voice in Windows. You can modify the options in the [Variables] section to select other voices that are installed, the volume, and speech rate.
I don't mind the suggestion about Webparser being an internal measure now, and I may change that in a future update.

I did not want to make the skin automatically speak so the action is optional. The only clue is the tooltip which says "Listen to the Forecast..."

Your initial work made my mod of getting more data and displaying it manageable!
May have to play with this when I get home. I pull WU data for my weather skin (current + 3 forecasts), but I like the temp chart being in the skin itself...

I've been playing with it too ... mostly deciding when it should talk and when to keep quiet ... I may post a few changes later this week.
I'd be interested in seeing what you come up with... Have fun!
