Sorry if this is the wrong place to post this but... I'm new and I saw this skin and I was wondering if this was created or downloaded.

Not sure about the rest, but they are a mix.
Go through the Rainmeter category at deviantART http://browse.deviantart.com/customization/skins/sysmonitor/rainmeter/ and seach around, you will find some of the skins.
