Quick question about meters/measures
Are there any meters that can control the "position" and "snap to edges" settings in the skin menu options? I want to have them defaulted at "Desktop" and "off"

The "position" setting can be set using the !rainmeterzpos bang. I can't remember the exact usage of hand but it is available in the manual under "bangs"
For the snap to edges setting your only real choice would be to use something like nircmd to edit the rainmeter.ini directly. I don't think there is any built in way to it.

Read the Settings manual page. The settings for each individual skin are in their own individual section. There is no current way to make these settings default for all skins. However, with the use of NirCmd and !RainmeterZPos you can make your skin set them for you.
