RSS in Russian - need help

I do not know how to make the RSS in Russian. Use Gnometer skin

Add a CodePage-line.
"CodePage
Defines the codepage of the downloaded web page. For example CodePage=28605 interprets the page as Latin 9 (ISO-8859-15). If the CodePage is set to 0 no conversion is done. CodePage=65001 means UTF-8. You can check other Windows code pages from Microsoft Reference."

Probably, the character string in this sauce is encoded by numeric character reference. Web browser has a feature to decode this, but WwbParser doesn't have such a feature.
This is the issue which is often seen in Twitter feed of a local language.

Unfortunately, this problem cannot be solved only by the feature of WebParser.
