Counterclockwise in relation to ... what? Uranus has a tilt of roughly 90 degrees compared to its orbital plane of rotation around the Sun, so technically the Sun is always at one of its poles, depending on orbital position ... which means the Sun never rises from east or west on Uranus, because it's nearly always at its north or south pole.

P.S. I guess you wanted to say Venus, because it's Venus which has a retrograde rotation, with the Sun rising in the west, since its axial tilt is nearly 180 degrees...
