I'll let the devs answer this properly, but just so you have a better picture on this, have you tried the UsageMonitor version posted towards the end of PulseDriver's Bugs & Feature Suggestions thread too, and see if the result is the same?

That being said, I personally use CPU measures for the overall CPU usage, so I can't really tell. Maybe it has to do with UsageMonitor ignoring the near 0% processes from the measurements, or to the fact that the PerfMon measurements exclude some too? By the way, have you checked the values in PerfMon.MSC itself and compare the results?
