Rain Chance Skin won't display any percentage/info

i currently have the Rain-Icon.ini skin from Enigma on my taskbar, and the instructions tell me to set my Yahoo! weather code for it to display the precipitation chance. So i did. I went to configurations and set my weather code to be my zip code. It's working for the moxa 3 day weather skin, but Rain-Icon.ini won't display anything. I just get the little umbrella, "rain," and a percentage symbol with no actual value. do i need to change anything else in this skin's code? : :

Fix posted here, you'll have to edit the rain.ini
