How is it possible that when I turn ON VPN,
http://ip-api.com/json returns the location of the VPN server but,
https://ipapi.co/json returns the location of MY current location ??
Is this VPN then a false sense of security?

I don't know, but it is possible your VPN is masking your IPv4 address correctly, but not masking your IPv6 address.

You are right. The VPN service did not mask (block) the IPv6 address.
But if I read correctly IPVanish does also not automatically mask/block IPv6.
You must turn it off in the router manually.

Dunno. Every network is different. I don't have to do anything special and IPVanish blocks everything just fine for me.
I'm not suggesting that IPVanish is any better than any other VPN, just what I happened to get a couple of years ago, and has always done what I need it to do.
