Help resizing/cropping skins

Disclaimer: super new to Rainmeter!

I need help rotating and resizing this weather widget, I'm planning to put it on the TV screens. I've been playing around with the H and W values to shrink it but it ends up just moving individual parts of the widget (such as the clouds).

Also, regarding the sidebar on the right, I want to cut off the whiter right portion and just have the black part on the left.
