The code you've posted works for me and the image is shown. Doesn't it for you? There are error messages in the log? Eventually you should have to try restarting Rainmeter. This can help many times.
Besides this, I have a short comment: Update=3600? Especially on codes using WebParser measures (like this one) always seems a good practice to use the default Update=1000. I'd change the Update to this value.
