Changing background when hover icon

As in subject im looking for plugin or code that will fill with unfold plugin and, what i mean, i want to put on desktop a background (or picture) when im hover icon of app. I was looking for it, because i was see on youtube and with few honeycomb plugins that code. Anyone can help?

Let's clarify a notion first: you want to set a wallpaper when you're hovering the mouse over a meter of a skin, or over an icon on desktop, for example? Because in first case it is easy, but in second I don't see a way to do this.
