Is it possible to create a Rainmeter skin where clicking on image will show or hide all the desktop shortcuts?
OR is there already any skin does that?
Rather than showing or hiding, it can be, different too, like how android folders work.

Not really - only using Rainmeter alone.
But you can create your own icons using Bangs:

Download and install this skin I made. You click on the red box and it hides/unhides the desktop icons.
You can modify it as you wish.
