Win10 Widgets by TJ Markham

Widget will not keep time unless you right-click and choose "Refresh skin." I don't have a clue how to fix this.

That's not a clock, it tells you what time it was when the widget was updated. So there is nothing really to fix...

Also weather skins usually only refresh every 15 mins or so

But this only from the point of view of Rainmeter terms.
How often is it updated depends (usually) on the set UpdateRate value of the parent WebParser measure. By default, this is 10 minutes.
