I'm looking to remove that obnoxious padding that the visualizer seems to keep making but I couldn't find the solution

if you're referring to the size of the skin - including transparencies.
It can't be changed the visualiser needs that space to display graphical thingys - and the fact that the size is dynamically coded.
I used monstercat but wan't trying to put it so close to the edge of the screen. From what I know - there will always be a 10 pixel border for things like that - it's really Rainmeter's fault.
Try setting a negative Y position in the Rainmeter Manager of -10.
Also unselect "snap to position" and "keep on screen"

Anyway, unchecking the "Keep on screen", as Mor3bane said, will help and you'll be able to drag the skin anywhere on the screen, even in a position which goes a bit outside of the screen. This way you can adjust the skin in a way to have the bars immediately on the edge of the screen.
However, you didn't give us a skin name (and a link). This would be absolutely needed to can get specific help.
So, what skin are we talking about (don't forget to post a link, please)?

If you want some "invisible" part of the skin to be off the screen area, both "Snap to Edges" and "Keep on Screen" can play a role. Snap to edges will attempt to snap the skin to either another skin, or the edge of the screen area, when you drag it close it it. Keep on screen will ensure that the entire skin, including any "invisible" areas, are fully contained in the screen area. It won't allow a skin to "bridge" between two monitors, or run off the monitor in any way, but will force the entire skin onto the screen area.
So you might want both set to off, or "0".
