The only thing that comes to mind is that your visualizer skin is set to a specific height and width size, but the skin background is "transparent" and won't detect the mouse. I wonder if Rainmeter, or Windows, or both, are being confused about mouse detection when the update rate is set very low.

Let's try having the entire skin window be "solid". You can do that by setting

[Rainmeter]
BackgroundMode=2
SolidColor=0,0,0,1

In the skin, so the mouse will always be detected on the entirety of the skin.

Does this change the behavior at all?

wow that helped, yes its fixed, no matter how hard I try, visualizer just won't go on top this time, thank you very much!!

(I never noticed the second page of the topic, and I was waiting.. waiting... ) XDDDD

Glad to help.

I might categorize that as a tiny bit of a bug... We will poke around and see if anything obvious jumps out.
