Hey,
I'd like to see a monitor for Runtime Broker process (Runtimebroker.exe regarding to process properties) with a <Kill> process button and an user-adjustable trigger with what it kills it automatically. Like 10% or more CPU usage (with a minimum of around 10% CPU usage) you can auto-kill that process as it reloads itself.

Your post seems like a "skin request", however we believe in "teach a man to fish", rather than "give a man a fish".
And what you desire is actually pretty easy to make yourself.
Granted you know the basics, all you need is AdvancedCPU, some IfActions and a way to kill process
