Is there any string meter that can add a glow effect to monstercat visualizer?

No.

That skin uses Shape meters for "bars" which are created dynamically when the skin is loaded.
It would require modifying the meter creation process with new values for a glow (which is going to be a real challenge, if it is even possible) :Whistle .
