You need to copy the "Skins" folder from the "rainmeter-bluetooth-master" folder you unzipped, to the "Skins" folder of your portable installation. I would rename it as "Bluetooth", but you do not have to do this.

Now "Refresh All" in the MANAGE dialog to see your new "Skins" folder I renamed "Bluetooth", with an "@Resources" folder already there, and all the example skins.

That package uses a combination of LUA scripts, PS scripts, and Batch files for skin functions so getting it installed is tricky...
