Yes, the issue is (was) that WebParser is a threaded plugin, and when the first update of the skin takes place, it has a string value of "", or an empty string. Without DynamicWindowSize=1 in [Rainmeter], when the WebParser measure does return a value, likely on the second skin update, the skin window does not grow to accommodate the new string length.
